Default Torque spec on seat belt bolt

What's the torque spec for the bolt on the front seat belts? I'm talking about the bolt that's on the floor. Have to run some wires under it for the system, and I really don't want to die from a seat belt failure from an improperly torqued bolt. EDIT: That would truely be the lamest way ever to die.

Driver and Passenger Seat Buckle-Side Belt Bolt 31 lb foot

EDIT: Invest in a Helm's manual for your car. One of the best things I have ever bought.
