Tranny needs rebuilt?

Tranny needs rebuilt?
My friend brings over his Z28 car with an automatic transmission.
I've always owned Manuals so I came to this place to ask you automatic Gurus
In drive "D" car runs fine from first to second gears and won't go above that.
In overdrive "OD" The car runs from first to second and then feels like it is in Neutral. The RPMs climb but we go nowhere.
Amaco said his tranny needs rebuilt, Another transmission shop said his fluid is low and the filter is dirty, and the dealership said the torque converter is bad on top of needing a rebuilt tranny.
Who knows what is wrong?

my car literally just did the same thing a little over a week ago, and i just got it back 2 days ago. On my car, they said the 3-4 clutch packs were bad and the 2-3 band was bad. It was under warranty, otherwise it would have been 1030.00 to fix. Hope it helps.

You should at least be able to check the level and condition of the fluid yourself. My minorly educated guess says that it's more than simply a low fluid level. Check it and also see if it is discolored or smells burned, etc.
