im a noob what does a cut out mean?

Its pretty much a section in your exhaust that you can uncap if you like.

You place a "cut out" in the exhaust, which opens from a button inside the car. When opened, the exhaust gases escape through that hole, bypassing anything after the cutout (Y Pipe, cat, muffler)...from what I hear its really loud. Effectivly, as 98twotone said, its open headers at the push of a button.
