Default overheating problems

i have brought my car back several times for running hot since my rebuild. one time it was a fuse for the fans, the next radatior cap not holding pressure($20), new hose assembely($100) and the water pump replaced(free). i have a new radiator also, they say pressure test or someting and its fine. i have had enough. at a long idles at a red lights it will ease over 210 close to the next mark. once i start rolling it cools(from ram air i beleive) under 210. what could it be?

That's normal behavior. The problem is that the radiator fans do not come on at all until 226 on the stock tune. You need to either get a tune that programs the fans to come on sooner or a manual fan switch.
