Default full boost at 2900 now 3500?

I was hitting full boost (5psi) at 2900 rpm in second, third, and fourth, but driving around last night full boost wasn't coming on till 3500 rpm. in second and third, fourth it would still come on by 2900. This is an STS style turbo, so I made sure everything was as warm as possible. Thinking I've got a leak, I havn't bottomed out, so I don't think its the pipes under the car. Does it sound like a hot side or a cold side leak? I have been messing with my BOV recently, maybe I should cap it off and give it a run? How much can weather effect spool time? thanks for any help/suggestions in advance

I just checked all the lines and pipes they are all okay. I've got a dummy pipe on the left side exhaust, but my wastegate vents to that pipe. I started the car and put my ear up to the pipe after I heard a little exhaust coming out it, which there shouldn't be unless the wastegates open. Took a closer look and my waste gate isn't fully seating. So problem found but not yet solved.
