are midtubes and shorties the same and how much hp can be gotten by any of these ,

Mid-tubes ARE shorties, but mid-lengths are longer and make more power than shorties. Shorties should be good for ~2-3rwhp on a 00-02 car, and ~8+RWHP on a 98-99.

there just good for ground clearance and for emissions

They work well with FI but go for Lt's if you're n/a.
