I have a nightmare trying to get the BIN from my car to send to hptuners to upgrade to a 2 bar. My laptop I use has no way of transfering anything to my desktop, and the laptop has no internet.
I now have a 60ft serial cable to go from my desktop to my car and for some reason the serial port does not work on it.
Its a pretty new PC, is there some place to enable the serial port?

The best option is to use a USB memory stick to save & transfer any tunes & software upgrades on, then you can transfer between your decktop & laptop pc's.
