Would this flow as well as a 4" exhaust?

Would this flow as well as a 4" exhaust? I currently have Hooker Headers, Hooker 3" ORY, and 4" mufflex with spintech muffler.
With my heads/cam, this damn car is incredibly loud.
I have a SLP Dual/Dual laying around. I was thinking of putting this on, and adding an electric cutout on the Y.
Anyone think this would make equal power? I've heard from some that cutouts suck, and from some that they are wonderful. Would it be possible for me to have something quiet around town, and blaring/well flowing with the cutout open when I need to race?
