Why is there no regional forum for the state of Kansas?

Yeah, there's a number of states that are missing from the wonky regional forums layout.

Some people have been trying to get support for adding a section for 'Plains States' or something like that, which would be able to take care of missed states like Kansas and Oklahoma.
