Whoa, that thing must be on there tight! I doubt it will affect the balance very much considering how light that tiny piece is compared to the rest of the balancer plus it's closer to the axis of rotation so it shouldn't affect it too much.
I would not take a chance replace it. Stock balancers are cheap and easy to come by. Or just upgrade to a better unit. Why fight with it next time you need to pull it off.
