Default Need Help Asap With Painting Question!

Hey guys, as many of u many know, im puttin the ground effects on my car because of my other thread.....i asked this question as the last post, but i figured id have better luck making this a thread..............Anyways my question is, why is the clear coat roush to the touch????? here was my process....
Primer (smooth as glass)
then base (smoooth as glass)
then clear (wasnt so smooth)

i waited a day to let the base coat then applied the clear the next day.
what should i do?!?!?!?! i want these on the car today!!!!!
Buff it? Sand it? More clear??!?!??!?!!?

HELP PLEASE

Couple reason why clearcoat can feel rough to the touch:

1) Air pressure was too high making the clear go on "dry"
2) Debris in the airlines that shot on with the clear
3) Really bad orange peel.
4) Not enough coats of clear.

My first step would be to wetsand the clear that you have on there now with 800-1000 grit making sure not to sand through to the base. Then reapply 2-3 coats of new clear.

air pressure wasnt too high, i shot through a rattle can so no debris through line, im thinking bad orange peel, im going to wet sand with 1500 and buff
