Why is the ATI fan shroud like this?

Default Why is the ATI fan shroud like this?

My car is running hot after the motor/blower install, mostly its an airflow issue I think, but I was talking to my buddy today and we were wondering why the fan shroud is the way it is? Its blocking a good deal of the radiator. Why not just have the fan and no shroud, at least that way air can flow through the radiator? Is it because the hot air would be blowing on the blower? That thing gets hot anyway.

The shroud makes the fans work more efficiently, and will draw air across the entire radiator area. Without the shroud, it would only pull air thru the area covered by the fan itself.
