are they stock or aftermarket... if they are aftermarket then buy some RTV sealent and aplly it around the edges.. and anywhere you think it might be allowing water/condensation in.
if they are stock you can do the same thing.. or use it as an excuse to buy some aftermarket turn signals

condensation from AC leaking down into there somehow? I have no idea how they would fog up.
btw, i feel for you, it was a total pain the *** to replace those bulbs without getting the floor jack out .

I got a new set off of Ebay. Really nice actually. Mine were both cracked and allowed water to get inside when it rained or when I washed the car. It's easiest to access them from under the car. There are 2 panels that flip down after you remove a couple of bolts.

I have aftermarket ones too, and the seal between the big bulb and the housing was not tight at all. After every rain I had goldfish swimming around in there and I had to get the big hair dryer out, remove the headlight and blow air into the hole to dry it out quickly.
I siliconed the hell out of that plug the bulb sits in and connects to the housing. I siliconed both surfaces, and so far so good! When the bulb blows, it will still come out since the silicone really doesn't get hard, if you twist that socket hard enough it will come right out.
