Default Is fueling the same regardless of gear?

I am curious if the injectors are dumping the same amount of fuel at say 5500 RPM under WOT in 1st gear as it is at 5500 RPM under WOT in 4rth gear?

Depends on the demand of the motor. Usually about the same but it takes more effort to pull your car at 5500 in 4th than in first may require some extra fuel. The reason the car is tuned in 4th-6sd or 3rdauto as that is your 1to1 gear.

How about logging the injector duty cycle that may give you a clue.

I looked back at some of my logs and WOT at the same RPM in all 4 gears on a drag strip run I was running the same injector duty through all gears. So I would say its very marginal if there is any difference.
