Default high RPM vibration

i recently changed the clutch and since then have noticed a vibration at around 4k+ rpm, completely independent of speed so that rules out driveline.
i was thinking that the LT1 was externally balanced and i'm wondering if i'm correct. if it is that means the flywheel and harmonic balancer are responsible for balancing the rotating assembly right? i wasn't sure i wanted to resurface my stock flywheel (it was burned not to the point of cracking but definitely blue and black) so i traded it for a refinished one but i noticed that the new one had been balanced with maybe 5 or 6 holes drilled opposite of a portion that seemed weighted. is this right/ normal??? the car only needs run for 1 more year to get me through school and to a new vehicle. i swear if anything else goes wrong with it it's as good as sold. i've nearly bought it twice with all the money i've had to dump keeping it running.

Mine is doing something similar. Does it do it with the car parked revving it in neutral as well?
