Default This damn cutout - advice please

I'm trying to pull my electric cutout because it doesn't open/close anymore and I think it just needs a new gasket in between to "shim" it out a bit. The problem i'm having is getting the damn thing off the car. It is secured by three thumb screws on the standard cutout bolts and they seem jammed.

I've tried penetrating oil and a hammer to no avail...any other suggestions to get these things off? The extremely tight space in that little nook makes this even harder unfortunately.

Thanks in advance.

That's what i'm thinking and it's making things a pita. When I originally installed it, I didn't use loc tite for this very reason but when I had other work done at a shop they decided to go ahead and "tighten things up" a bit.

Anything out there that eats loc tite and rust?
