Throttle sticking?

Throttle sticking? I've noticed when I'm upshifting or just depress the clutch after running in a gear, the RPMs sort of stay there for a bit (maybe 2-7 seconds). Sometimes if they stay, I have to tap the gas and then it goes back down to the 1k idle.
Would this be a symptom of a bad throttle positioning sensor or is this sort of thing normal and I'm just splitting hairs?
