P0131 & P0133 are driving me nuts

Default P0131 & P0133 are driving me nuts

Well I thought I had these codes worked out but they came back while going to lunch. I am absolutely puzzled, Here's what my scanner says:

History DTC P0131
O2 Sensor
Circuit low volts
( Bank 1 Sensor 1 )
MIL NOT REQUESTED
Since IGN NOT RUN
Since clear P/F


History DTC P0133
O2 Sensor
CKT Slow Response
( Bank 1 Sensor 1 )
MIL NOT REQUESTED
Since IGN NOT RUN
Since clear P/F

I swapped the brand new Bosch Sensor out with the old one and still got these two codes. From my troubleshooting book it says on the P0131 code that Circuit continuity detects an H02S voltage stationary lean ( low signal voltage ) condition. What exactly does that mean? That the sensor is picking up a lean condition which is causing the low voltage?

Then the other code states:

Response detects slow rich to lean and lean to rich H02S signal transition rates.

What's going on here? Is my computer changing the fuel mixture and causing these codes or what?
