what sets off check engine light?

Default what sets off check engine light?

How bad does the problem with the car have to be to set a code? It is missing or surging like everything is fine and you get a slight loss of power. Also felt on deceleration.

o2 or maf issue...check the code table at the top of the this maintenance forum and that will give you an idea of what codes could go off

You can get missing or surging easily without getting a light, especially if it is a spark issue. Burned through wires or plugs can run a long time and pretty badly without throwing a code. MILs only come on for very specific reasons, and the car can run badly for a reason other than those.

Depending if its ODB1 or ODB2, odb2 is more sensitive then the former. Cars throw a SES light mainly due to the a problem that leads to increased emissions, Misfires does combust fuel and air so hence more un burnt hydro carbons, there fore you get a light.

You havent listed what car you own, nor mods, please list, and exact symptoms.
