Sort of.

One bucket has soapy water. One has clean water. Dunk the wash mitt in the soapy water, then wipe down a section of the car. When you're done with that section, dunk the mitt in the clean water and run your hand over it to get the dirt dislodged. Then put the (now clean) mitt back in the soapy water and move on.

This way, you're always putting a clean mitt in the soapy water, minimizing the chances of rubbing dirt all over your car. The dirt from your car eventually settles to the bottom of the clean water bucket.

chupr0kabra summed it up pretty well. i like to change the water in the clean water bucket a few times, just because it starts to get really nasty and filled with suds.
