Default What's that goofy plastic plunger behind the rear cover above the oil filter for?

I got my old engine out of my garage today, and I was gonna take it to the quarterwash and clean it up so I could make my end table (block has big chunk missing so its worthless) When I was removing the bolts from the engine stand I found this plastic plunger thing inserted into the block. What is it for? I pulled it out and wrapped it in a paper towel. Will I need to put this in my new shortblock when it comes (new engine has LS6 block)

I think its called a barbell restricter. I don't know what it does, something with oil system?

You will need that plug (or just buy a new one) without it you will have little to no oil pressure.
