i think any PCM will work you just have to have a dealer reflash it if i remember right, probably 50 bucks or so.

I think there is a difference for the earlier LS1 and later LS1 for the harness and pcm interchange for pin connections. .Stick with the same year pcm that the harness is.

If your dash and instrument cluster are from a '98 then you need a '98 computer...other wise it doesn't matter. Reflashing is when you load a tune into the ecu for a specific vin.

As long as as you swap everything. Every last inch of wire from the donor into your car it will all work. If you are leaving the older front clip you will have to do some splicing for the forward lighting harness but that is it. As long as your car is using a 99 up pcm it can be flashed for any ls camaro or firebird with the correct transmission your car is using and it will all work. You will also have to use the donor fuel tank for the gas gauge to work correctly.

Oh yea, I forgot about the fuel sending unit. Don't worry about the vin. Just look up whatever year car on ebay and use that vin (like '99 Z28 A4 for example).

I believe in order to keep the gauge cluster you will also need to keep the body control module from the vehicle. I know this is true with the 99-04 corvette, not sure what your using as a donor. stay away from 97-98 pcm as the VATS will give you troubles. You will want to purchase the factory service manuals, as it will twice as hard to do it without them!.
