Question Dyno needed for power tune?

I installed headers and a 3in ORY on my 99 Camaro. The SES light is on because there are no rear o2 sensors. My car smells like it was running rich. I know this may be because there are no cats anymore. I was also told that a tune could help give me power... a power tune??? how does a power tune work? what is changed?

I can say at least a tune is always required to gain and run smoothly from headers.They need to delete some codes so the SES light wont come on, when you have no emissions equipment
