Default Can the airbag cause a car not to start?

I pulled the steering column apart to replace a faulty wiper switch, and after putting it all back together I get power to all the accessories, but the starter doens't engage. I've checked all the fuses and the only clue I've got at this point is that the airbag light flashes when I turn the key to accessory. Any ideas? Could the ignition switch allow power to the car, but not engage the starter? If the airbag isn't connected properly (I've checked it twice now) will that cause hte car not to start?

I just read in the Haynes about disabling Delco Theftlock on the radio, is this possibly the issue? If so, any idea as how to re-set it?
