Default replacing lifter

I have a colasped lifter that I am replacing. The book says not to reuse head bolts but I"m in between a rock and a hard place and can't find new bolts can I REUSE THE HEAD BOLTS? This is a '99 LS1 engine.

They will not torque right. the bolts actually stretch out when you tighten them. they do not go back to size after torqueing them the first time. You can get ARP head bolts for around $100-$150. Head studs are a better option, but they are $220. Stock GM bolts shoud be pretty chanp and you can get them at a dealership or at gmpartsdirect.com.

You have to pull the heads to replace a lifter? I guess the LS1 is different? Or am I missing something here?
