Window wipers problems???

Window wipers problems??? I have a 98 firebird. The window wipers only go on when I turn it to high, the intermittent isn't there any more. Can someone let me know what to change out or try, please and thank you. Also the windshield washer fluid is not coming out of the sprays I think there plugged is there anyway of cleaning out the hoses?
