Default what's the lowest oil/water temp that's safe to go WOT for MAX power?

Rolled off the tailer and waiting to make run, how much warm up is necessary? For example, the water heats up to 180, while the oil is around 130. Is that too cold? It seems to make the most power while cooled off, but how much is too much?

That could be too cool- oil temps should be a min of 160 before you go WOT- Dyno runs are done in a very tight window of temps- usually 195-210
