I would definitely pass on it and keep looking. You will come across something much better if you use a little patience.

I'd pass thats just too stiff for the miles. I don't know about an SS but you can get a Z for about that money with half the miles.

Not flaming ya but if you can find SS's with that mileage for $10k I'll buy everyone you can find.

No insult to the owner of the car, but check prices on rebuilding the biggest expenses: motor-used is around $850.00-$1300.00. Crate or rebuild-$3800.00-$5500.00 plus install.
trans-used is around $650.00-$1100.00. Rebuild or reman-$1500.00-$3500.00 or more for a nice one installed.
paint-$3500.00 from a REAL good friend to over 10 grand.
tires, front end work, a/c, interior, rear end, tires, etc...
This is about a $3000.00 car because of it being an SS car. It has 2 lifetimes on it. Don't let your wants outweigh your needs!!
PS-SS cars of that year are usually quite a bit more for that year and mileage.

Offer 6000$ if you really want it, if he doesnt hesitate then something is wrong, if he has to be pulled into it it could be a decent deal if you do all your own work like some of us.

I would pass on it. Even if the owner has replaced everything that has broken on it. 01 with 194,000 miles means it was driven ALOT. Thats 32-33k miles a year. With that many miles it will nickel and dime you to death with little and big things breaking often. You can find a low mileage Z for about $12-13k and an SS with 50-60k miles for around $15k.
