Default Could cut-out cause P 420 code?

closed my cut-out yesterday to get my car inspected. Hadn't had any problems with throwing any codes for teh entire week i had it open after i installed it. So i open it back up after the inspection, and half way to work my SES light comes on. My friend hooked his OBD II up to it last night and it was code P 420. then his scanner took a **** and froze up on us so we couldn't re-set the code. I was just wondering if the cut-out has anything to do with it, or if my cats (bank 1) are going out. thanks for everyone's help.

Try posting this in the PCM diagnostics/tuning section of the site. P 420, trying to remember if that's the secondary Air Pump malfunction code. If it is, I just deleted it and it hasn't come back since.
