Default Changing VE under 1200 RPM, or just in the idle area?

With all this talk of VE affecting the car all the time, and the fact that few people seem to truly understand what it affects and how, would it be better to change only the VE in the general area the car idles in? Like say up to 1200 between 40 and 50 Kpa? (or whatever the MAP reads at idle)

Original purpose was to help with warm starts. I would edit all 0 -1200, at least, up to idle Kpa.

I believe map 50 is idle. I did the whole table from 1200 rpm down; no problems with warm starts but really took care of my rich idle condition. 60% was too much and caused stumbling but 80% is working great.
