A few items to check
Check the O-Ring.. that is the most common problem.. make sure that the pickup tube is sitting flush when bolted on.
Verify that your pickup tube is not damage and you have about 3/8" to 1/2" clearance between the pan..
Check the pump bypass spring and valve. They have been known to get stuck open, but a the usual problem.
Take the pump apart, fill it with light grease (assembly lube?) or heavy oil (I used STP oil treatment).
pull the spark plug and fuse for the coils and fuel pump. Crank the engine over to see if you can prime the system before you start it up.
