Locked out of 2-3 when stopped

Locked out of 2-3 when stopped I rebuilt my tranny and put in a new clutch last week and now with everything back in, i can not shift into 2-3 when not moving. It shifts just fine when i am moving. I am pretty sure i put all the electrical connectors back into place. What could be causing this?

sounds like the reverse lockout and skip shift plugs got switched...
reverse lockout is powered when stopped or below 5mph to open the solenoid, hence if it's not working when stopped...
