Can I pass emissions with this code P0430 in Utah? Should I fix it anyways as does it hurt performance? It takes about 10 minutes once I clear it to come back on so if for whatever reason I would fail becasue of it can I clear it right before the test and pass?

P0430 Catalyst System Efficiency Below Threshold (Bank 2)
This means the catalytic converter for bank 2 (passenger side) is not functioning properly. It's not hurting performance, unless your cat has become clogged, which is unlikely, and you would notice a significant drop in performance if that were the case.
As for inspection, I'm not sure how Utah works, but if they plug into your computer for inspection than you cannot just clear the code before getting tested, because the computer will show "not ready", since it has not completed all it's tests since you cleared it. So to pass you either need to replace your cat or get the code removed from the computer entirely by someone with a programmer. Hope this helps.
