Default bad head lights

I'm not sure if I need to replace the motors for the head lights or is this just a short in the wires?
1. Driver side head light doesn't pop up.
2. Passenger side head light doesn't pop up.
3. Passenger side head light starts popping up again.
4. Every time I lock my car, the passenger headlight pops up, goes down, and makes an almost grinding noise.
5. Tonight, when I turned on the lights to just power the fog lights, the passenger head light popped up.

I'm sure this is a common problem for a high mileage bird. Any insight, suggestions, anything would be much appreciated.
