Default NEED TO HAVE PCM TUNED BEFORE STARTING UP???

i had my motor built cause i spun a bearing and i wanted to put a nice size cam into it and do the heads. so i got the car back, and had speed inc. do a dyno tune to it, they said it was blowing oil. and to get it fixed. my question is, should i have had it tuned before starting it up in the first place and would a bad tune have the net effect of the motor blowing oil (i.e. if the pcm was running way to rich)??? i would like to know this cause i want to know if it was a tuning issue or just the motor was built bad.
It was blowing allot of oil at wide open throttle. A REAL LOT! thanks.

I bad tune would make it blow after a long time of running with it that way, not shortly after. Sounds like rings problem.

If it's a new motor, the rings probably haven't seated yet. Get it broken in and then worry about the oil.
