Powder Coating
My question is, can you change the quality or brightness of the color inorder to make is lighter or darker, with the regular, metallic, or the chammellion colors(types) of paint?

not with a standard one coat color, no. same with a basecoat metallic
you can modify the color when using topcoats by using different basecoats and different thickness of the topcoat. this is how you create anodized vs candy looks, etc. see my gallery and go to the throttle body section. there is an anodized red one in there. to get that look i used a very bright base coat and shot the anodized powder lightly. if the customer had wanted that in a candy red, i would have used a darker basecoat and shot the topcoat heavier, and viola there is your candy..
some of my custom color matches have been created using this method..playing with various base and topcoats to find the right look..
