heh While this sounds promising, it looks the opposite! To me, it looks like PVC plumbing pipe glued together, tapped for fittings and then painted.
So, with all that positive stuff just mentioned... WHO'S FIRST?!

Doesn't sound very practical to me! .
I doubt that much change will be noted, besides what you would expect from driving like a grandma!
Do not let the vehicle idle for any length of time with the hydro-cell on.
If traffic is backed up and not moving, as in stop and go conditions, it is recommended to turn the hydro-cell off.
The ideal speed to get the best fuel economy is approximately 55-60 miles per hour.
When accelerating from a stop or slow running conditions; it is recommended to gain speed gradually. Allow the vehicle to shift at lower RPMs first.
When approaching a stop sign or slow traffic ahead, maintain a safe speed. Do not race between red lights and green lights. MPG can increase greatly while the vehicle is coasting.
