Car is back together, but now it won't crank

Car is back together, but now it won't crank Checked all fuses, relays everything. Fuel pump primes, electric WP works, lights work, door locks, windows, etc all work. But it will not turn over. The starter is not clicking, I can hear the ignition click when i try to start. I hotwired the starter off the battery and it works. VATS is already bybassed. Hotwired the clutch safety switch and no change. The only thing that happens when I try to crank is the low trac light goes out. Any ideas?

Between now, and the last time the car cranked over....what did you do?

K-member and wiring harness were both out of the car.
those are billet specialties street lites without the caps on em. is yours bright teal metallic or quasar? i see very very few bright teal metallic cars in my area
