Default High Rev/idle on my Trans Am

Ok, so when driving the trans am it will hold rpm like someone is still pushing down the throttle, but I'm not. Like I will be cruising and I'll let off the throttle and it will keep going that speed and sometimes speed up. and if I throw it in to neutral it will rev to about 3 grand and stay there. if I cycle the key it will rev down, but if I just let it sit it will stay at about 3 grand for a while. I was thinking vacuum leak but it fixes itself if I cycle the key or it sits. any ideas?

Car is a 96 LT1 m6. Cam, heads, full exhaust, etc.
