Default Formula over heating problem

I have a buddy that has a 95ieh formula and he is having some over heating problems when driving in the city. He told me that his fans are not turning on and if he shuts his car off and waits a sec then restarts his car as soon as it starts the fans kick on and cools back down. He has a 180 thermostat in.

Could this just be a relay and has any one else had this problem.

And he dose not want to rewire his fans to a switch i already told him to do that and he said hell no ill forget to turn it on.

check to see if you are getting signal from the pcm at the relay when it is hot. If you are getting voltage and the fans aren't on then swap relays
