Voltage regulator going bad?

Voltage regulator going bad? Hey guys I think I have a voltage regualtor going bad in the alternator. With the lights turned on I can really see the dash lights and head lights "flashing" or "strobing" especially with engine speed. I can also see the voltage gauge moving around but still stays at about 13 volts. What do you guys think?
