fuel pump shuts off and car freaks out when slowing down or at a stop

fuel pump shuts off and car freaks out when slowing down or at a stop still having this problem. it's random, but it ONLY happens when i let off the gas (0% tps) to coast or i'm stopped at a light. It never happens while cruising or accelerating.
fuel pump shuts off, stalls, fuel pump instantly turns back on and i get codes for:
low res failure
icm open circuit
icm grounded
fuel enable malfunction
pcm error
pcm error (always get this code twice)
i've also gotten codes for:
blown a/c rely
tranny temp too low
maf
high res failure
(these will randomly show up with the 5 codes above)
replaced the pcm, nothing.
checked all the wiring, nothing.
replaced/upgraded the battery power/ground wires, nothing. (car runs at 14.1 volts)
checked grounds on the pcm, checked good.
checked icm/opti wiring, everything looked fine. (opti harness was replaced ~a year ago, opti is ~5month old gm unit)
i can go like a week and it wont happen at all, then out of no where it'll do it nonstop, then it'll go away again...
any ideas?
