Default o2 sensor harness question

I was looking through my passenger side o2 sensor harness for faulty wires and i found an unused wire. The harness consists of the 4 wires for the o2 sensor, the wire for the knock sensor, and the starter solenoid wire (purple). There is also a black wire with a white stripe on it that looks to have been cut and is just laying in the harness. Does anyone know what this wire is?

Ground wire that attaches to the motor mount bracket in the engine...

oh wow, that seems kinda important lol. I have had this car for about 6 years now and i guess it has been that way the entire time.

The PCM has grounds at the coil stud, too, but they all should be connected for component protection and proper operation.
