Default spark retard

Can anybody tell me what tells the ECM to retard the timing when the knock counts are not rising on Datamaster. I have a stock 94 Trans Am reading sometimes 15 degrees of spark retard. I've been throwing parts at it for a while and I'm running out of ideas.Heres what Ive done:
IAC valve
ECT sensor
Fuel Filter
O2 sensors
EGR valve
EGR solenoid valve and vacuum lines
Swapped MAF sensor
Swapped TPS sensor
Swapped AIT sensor

The knock sensor. It is located on the pass. side just above the oil pan,in the middle of the block. It has one wire attached to it. You can test it with an ohm meter. I dont remember the specs. Good ol Shoebox has them on his tech page. Do you have roller rockers?

Thanks, but wouldnt the knock count increase if the knock sensor was detecting knocks?

No I dont have roller rockers. Its all stock except for CAI
