Default torque arm help

Wondering on a 94 z28, is a torque arm the same as a Panhard rod?

No they are not the same.

The torque arm connects the transmission to the rear end.

The panhard rod connects the rear end to the body.

The Panhard keeps the rear axle from going side to side. It's right behind the axle, one end bolts to the frame, the other to the axle.

The torque arm keeps the rear axle from winding up when under acceleration or braking.
