Default Head bolt question

I have a set of ARP head bolts and they state torque them to 60 ft lbs..But the manual says torque to 22 ft lbs, then then turn them to 67deg small bolts, and 80 deg for the long.. So what do I do?

GM specs are 65ft/lbs on the final pass, so I would figure it would be around that. 22 is the first pass that they want you to torque them down to. I never heard of anything for longer or shorter bolts..
