Emissions?

I need to no if i can meet emissions if i put on long tube headers onto my 96 lt1 transam. and what is needed to be done? i have very strict emissions. i live in Dallas, Texas. they check everything.

Get LT's with the Emissions, and figure out where you can put the cats. Might be able to get them in the Y pipe.
