Default powersteering whine

something is whining when i make a turn, either the pump, or rack&pinion. my flud is level, but my pulley for it is wobbly... its been like that since i bought the car. hasnt made noise until recently. could that be the problem? its tight, i think its just a little bent or something.

Its because its under load how olds the oil , I would do an oil change first as its poss its breaking down , and it the cheapest opp, also been told it can be the belt slipping when its under load if the pulleys are polished or chromed, but working on hydralic systems we get a whine on start up some times due to the increase in line pressure when starting the machines. If it strats doing it all the time the pump or rack is on its way out.
