Default OBD I to OBD II

what is needed other than the PCM to convert from 1 to 2

Why? For a car that is going to be modded staying OBDI is easier. I am not sure I see the advantage of going OBDII unless you are talking about swaping to a LS based motor. I am not 100% sure, but for and LT1 you may have to switch to the OBDII wiring harness since there are additional sensors like the crank pick-up and extra O2 sensors.

FYI if your state emission requirement is for ODB1, switching to ODB2 will not help you, they will test you in the same manner. Like in CT, its sinffer/roller test for 93-95, then Scanable test for 96+ but if I rolled in there with a ODB2 pcm and asked to be scanned, they wouldnt, same thing vice versa. Alot of cars who came equipped with ODB2 and switched to ODB1 cannot have the pcm scanned, thus failing the test.

lol emissions in Texas. I get the inspection stickers for free It cause I'm selling a PCM on ebay and a guy asked me what else he would need. He has a 95 T/A. I'm just finding out, besides emissions on my car is out the window
