Default Low clutch pedal, partial engagement in nuetral?

My clutch pedal engages really low. Say, if bottoming out the clutch is 0%, and not touching it is 100%, I'd say it engages around 10% or so.

Also, if I let out the clutch when in nuetral, I hear a slight whirring sound that goes away when I push the clutch back in all the way.

Thoughts?

I'm going to bleed the system, but I can't get to that until Saturday.

Bleed the hydraulics thoroughly, report back.
